HANDOVER CEREMONY - Alberto Laplaine Guimarães is presented with a gift of maritime art from the children of Burgas and Ruska Boyadzhieva. Alberto is the Secretary General of Lisbon City Council and Ruska the Deputy Mayor of Burgas, Bulgaria. Bulgaria reinforced their commitment to blue growth in a ministerial statement to conclude this superb event for which the City of Burgas should be rightly proud. Gray Growth is the unavoidable side effect of inequality in society. Typically, this involves corruption in local and national government, tax evasion and exploitation of workers human rights.
We need a cradle to the grave plan for children who are growing up, that they know society is fair and will treat them free of discrimination. A blueprint for peace and equality. And that means developing suitable policies to prevent exploitation and degradation, that is the breeding ground for criminal thinking. And this includes corruption in local and national government. Restoring confidence in elected administrations.
UNEP REPORT OCTOBER 2021 - Plastic pollution in our oceans is set to double by 2030, with recycling not enough (we told you so) and global cooperation needed (we told you so again). Don't let the politician spin doctors protract enacting a solution any longer. If shoppers were to boycott plastic wrapped products, apart from the fact they may starve, supermarket suppliers would be forced to switch to paper, glass and metal packaging - or face bankruptcy. The fact politicians allow them to continue as they are tells us that it is the policy makers who are to blame. And, they like it as it is, lots of money for them, backhanders (dividends) or not, taxes as income from plastic products is akin to procurement fraud - for any government involved.
WHAT IS GREY GROWTH ?
The grey economy, (aka the informal or underground economy), refers to a diverse array of economic activities that may be legal, but which evade taxes. It can include everyone from street vendors and unregistered factory workers to larger off the books transactions. This type of economy is present when governments are unaware of a particular activity or accept such tax-free unregulated activity. Many different types of workers are employed in the gray economy and such workers are afforded little state protection and are therefore subject to exploitation and abuse. Because these activities are not monitored by the state they are not included in assessments of the gross domestic product (GDP) of a country.
ENEMY OF GREY GROWTH
At the moment the common enemies of grey growth are human rights activists, and of course honest politicians and transparent policies. Sadly, these are all too few. Gray growth, includes corrupt councillors on the make. In the pockets of ruthless developers who dole out favours that cannot be traced by the Inland Revenue.
GREY GROWTH STRATEGY
There is no strategy to tackle MPs working on second jobs from home, typically referred to as consultancy payments, when they should be using all their efforts to help get the country back on the rails.
